The Dubai-based UAE Swimming Federation approached TSE Consulting as they were looking for assistance in the development of a strategy for their bid for the 2013 Swimming World Championships. Competing for the event against strong swimming nations like Germany (Hamburg) and Russia (Moscow), Dubai wanted TSE to cover all communication aspects of their bid in order for Dubai to present a convincing case to the council members of the International Swimming Federation, FINA.
Following several workshops with UAE swimming officials and consultants from TSE, a comprehensive communication strategy was developed. The focus of the strategy was to position Dubai as the place where international swimming events would simply move to another level in terms of venues, event production and promotion.
The communication strategy was implemented using a wide range of communication tools in order to reach the voting members as well as various groups of influencers. On the day of the decision a powerful and strategically focused final presentation was delivered after intense rehearsals.
The result was overwhelming. Dubai secured a big majority in the first round of voting among the FINA council members at their meeting in Rome in July 2009 and UAE Swimming secured its biggest ever success in the international swimming world.
